This paper first introduces an outline of the recently enacted Infrastructure Investment and Jobs Act. After clarifying how this law is positioned in the historical context of US transportation infrastructure policy, it will introduce the Highway Trust Fund—which has played a central role financially— and explain its features and challenges.
