    JITTI Journal March 2023 Back to All JITTI Journals March 2023 Feature Article The Latest Trends in Japan's Railroad Business: Management Strategies to Strengthen the "De-rail" Business By Akito Okabe Introduction Japan's railroad business is currently undergoing a major transition. Although the COVID-19 pandemic has calmed down and railroad operators are making steady progress in recovering their business performance, the trend of teleworking remains unchanged and ridership has not returned to pre-pandemic levels. The rail ridership in Japan is generally at 70-80% of its pre-pandemic level, with a particularly sharp decline in commuter pass users. In addition, the future outlook is that ridership is not expected to return to its pre-pandemic level, and an aging and declining population is also expected. Under these circumstances, many railroad companies are struggling to establish a new revenue base by strengthening their non-railway businesses, and this article will introduce some initiatives thatJapanese railroad companies are currently doing. Real Estate Business Japanese railroad companies and the real estate business have had a close relationship since before the pandemic. Many railroad companies have built hotels, apartments, office buildings, and shopping centers near their lines to generate revenue. By increasing the attractiveness of towns through development along their lines, they also aim to increase the population along their lines and increase their rail ridership in the future. Tokyu, a leading company in the real estate business, is further accelerating its efforts after the pandemic. It has identified "Shibuya," its development hub, as its biggest growth strategy, and plans to invest a cumulative 450 billion yen (about $3.2 billion USD) in real estate-related activities by 2030. (This amount is approximately three times this year's EBITDA.) JR East, Japan's largest railroad company, also plans to focus on redeveloping the area around Takanawa Gateway Station, which opened in 2020. It plans to build a luxury hotel, offices, and one of the largest halls in Tokyo on the former railcar depot site, and expects the total project cost to be approximately 58 billion yen (about $4.2 billion USD). Tokyo Metro Tokyo Metro, which operates subways in the Tokyo area, has opened a training gym for "e-sports" video game competitions in 2021, utilizing vacant buildings near its lines. (Co-operated with startup Gecipe ※1 ). In addition to monthly memberships to use the gym store, the company offers an optional service that allows users to take lessons from professional e-sports players in the store or online. The concept of the gym is "a bright and healthy e-sports facility that is easy for anyone to enter," and the company aims to "create a world where anyone can seriously enjoy e-sports at any time.” Image of Interior view of training gym (Image Source: https://esportsgym.tokyo/register-lp ) Tokyo Metro is also developing other new businesses, such as yoga classes with bouldering and robot programming classes. Osaka Metro Osaka Metro, which operates subways mainly in Osaka Prefecture, plans to launch a matching service in the spring of 2023 to connect land owners with businesses that wish to open food trucks (mobile vending vehicles for food and beverages). Under this service, Osaka Metro will act as an intermediary, receiving a fee from food and beverage operators for opening stalls and paying rent to landowners. In addition to the brokerage service, Osaka Metro plans to open food trucks under its direct management. Food trucks (Image Source: https://subway.osakametro.co.jp/news/news_release/20210930_foodtruck_kakudai.php )  By the end of FY2023, the company aims to enter the healthcare service business, which supports the health improvement of railroad users through a proprietary app. Conclusion As JR East President Fukasawa stated, "We need to stand on the premise that the number of rail ridership will not return to pre-pandemic levels.", and the business environment is expected to remain severe for railway companies. Given this situation, Japanese railroad operators are aiming to diversify their revenue sources through real estate and unique new businesses, and this trend is expected to continue. We will monitor this trend closely, as the initiatives of railroad companies focusing on businesses other than the railroad itself are unique to Japan and could serve as a useful reference for other countries. Where would you try to go? Mt. Fuji, Tokyo Tower, Shibuya crossing, Kyoto or Osaka? These are not bad ideas, but I'd like you to try going to an “izakaya”, a Japanese-style bar.To be honest, I think I might be overstating the value of izakaya, and I'm sure there are many people who would find it more meaningful to visit the standard tourist spots. However, there is no doubt that izakayas in Japan have an atmosphere where you can enjoy a unique Japanese sense of everyday life, different from bars in other countries. Image source: https://www.pakutaso.com First of all, when you take a seat, you are given an “oshibori.” This is a wet hand towel, but it allows you to refresh yourself as soon as you take a seat. The towel is chilled in the summer and warm in the winter. You will also be served an “otoshi,” an appetizer. This is a small plate of food served by the izakaya on its own, but it is like a table charge. You can't say no to them (Don't worry, it will be delicious). What are the izakaya customers like? There may be some college students making noise, some couples. Some customers are looking for romance, some are there with their workmates, and some of them might be young employees receiving advice and lectures on their work from their bosses. Hearing all this, you may wonder, what makes it different from other countries’ bars? But something is different. Maybe it's because of the pleasant Japanese music playing in the background, or maybe it's because everyone is not as friendly as American people, and even though they are not talking to each other, there is a mysterious sense of unity among all the people there. It might be just because it is difficult to express Japanese food in English, but it is fun to try to predict and order with your friends. I guess we all like to be adventurous. Besides, many izakayas nowadays allow you to order using a touch screen tablet. Even paper menus often have pictures on them, so you can see at a glance what kind of food you're going to get (I still get tired of looking at all the dense English words on American restaurant menus). Also, the cost of Japanese dishes are very reasonable! You can enjoy a lot of delicious food and drinks at a lower price. When calling the waiter, you don't need to make eye contact. You can call out a little louder to the waiter in the distance (it can be any waiter in the izakaya). Depending on the type of izakaya, there is a button on your seat that you can press, and the waiter who is available will rush right over to you. “I can't be that rude!” you say? Don't worry, there is no tipping culture in Japan, and if you call out, any waiter will happily stop for you. Themed Izakayas What I have written so far are common features of all izakayas. There are also some unusually themed ones, such as the following:  ・Prison Izakaya  You become a prisoner and are taken to a fake jail. The food may be a bit shocking looking. ・Elementary School Izakaya  An izakaya based on the concept of an elementary school classroom. When you are enjoying the food, you are suddenly given a quiz on science, math, or some other subjects. ・Monk Izakaya  An izakaya staffed by Japanese monks. If you are troubled by life, you might want to go there. Maybe you'll find some enlightenment from them? Are you starting to get interested?     Tokyo is Waiting for You Tokyo is Waiting for You by Daisuke Miyamoto 1. INTRODUCTION Japanese people are pleased that a lot of foreign people have been visiting Japan recently. The number of visitors from overseas has been increasing year by year, and was numbered at about 31 million in 2018. Furthermore, the Japanese government is promoting a variety of policies to achieve targets of 40 million visitors in 2020 and 60 million in 2030. Japan has been working on developing infrastructure and services in order to accommodate for the influx of foreign visitors, and to alleviate the stress of traveling around Japan. In this report, I will narrow the scope of these accommodations to those made in Tokyo, which is one of biggest cities in the world, and in particular will introduce some practices of Tokyo Metro, which is one of the biggest subway operators in the world. 2. TRAIN STATION NAVIGATORS Tokyo Metro has arranged for station navigators, called service managers, to assist you with finding fares, buying tickets, instructing you on the best routes to get to your destination, and informing you of the facilities around the station. They will also do their best to answer any other inquiries you may have, and can even communicate in English, Chinese, and Korean with the help of a tablet. Service managers can be found at 16 major stations like Ueno Station, Akihabara Station and Ginza Station. In stations without station managers, other station staff will be able to help assist you with help of a tablet as well. What’s more, there are interpreters who can speak English, Chinese, Korean, Spanish and Portuguese over the phone. A Service Manager is Responding to a Visitor’s Inquiry 3. TICKETS TO RIDE Tokyo Metro offers various discount tickets to suit your style of travel. I’ll introduce three kinds of tickets. Tokyo Subway Ticket: The three kinds of Tokyo Subway tickets are the 24-hour ticket, the 48-hour ticket, and the 72-hour ticket. These tickets are valid with an unlimited use on any Tokyo Metro line and Toei Subway within the hours you select. These tickets are suitable for those people who would like to travel around Tokyo. Greater Tokyo Pass: It might surprise you, but there are a lot of private train operators in Japan, and of course in Tokyo too. It means that you might sometimes need to buy tickets at each transfer point along your route to get to your destination. However, you don’t need to worry about it. This Greater Tokyo Pass gives you unlimited usage on 12 kinds of train operators and 51 kinds of bus systems in the Kanto-area for 3 days. There are lots of suburban destinations around Tokyo such as Takao-mountain and Enoshima. This ticket is suitable for those people who would like to go around suburban area of Tokyo. Airport-Downtown Tokyo Routes and Ticket: The biggest international airport, Narita Airport, is about 35 miles in distance from the Tokyo downtown area, but that is not a problem. There are many convenient ways like the Keisei Skyliner to get to downtown Tokyo. The Airport-Downtown Tokyo Routes and Ticket is a joint pass with both the Keisei Skyliner airport transport ticket and the Tokyo Subway Ticket.     JITTI Journal March 2024 Back to All JITTI Journals March 2024 Feature Article Toward the Spread and Expansion of Sports Culture Tourism By Hirokazu Nishikawa While there are various forms of tourism around the world, there is a movement to promote and expand "sports culture tourism" in Japan as well. Sports culture tourism refers to the establishment and dissemination of new regional and Japanese brands by linking local sporting events with cultural and artistic resources, with the aim of increasing the number of foreign visitors to Japan, revitalizing domestic tourism, and revitalizing the Japanese and regional economies. The "Comprehensive Collaborative Agreement among the Japan Sports Agency, Agency for Cultural Affairs, and Japan Tourism Agency" was signed in March 2016 between the three government agencies listed, and they have been holding the "Sports Culture Tourism Awards" every year since then. The Sports Culture Tourism Awards publicly solicits, selects, and presents awards to initiatives and events that contribute to the promotion of sports culture tourism. For the 8th award, Sports Culture Tourism Award 2023, seven award-winning organizations were selected from among 29 initiatives and events that were submitted from August to September 2023 (announced in the press on January 11, 2024). In this issue, I would like to introduce the initiatives of these award-winning organizations. Main Awards (Applicant Organization) Imabari City, Ehime Prefecture “Sports Culture Tourism Centered on Imabari Castle, the Strongest Castle in Japan - The History of the Seto Inland Sea Central Region's Domination Leads to the Present Day” Outline of the Project The “Imabari Castle” in Imabari City, Ehime Prefecture, is the center of a series of events held in the Seto Inland Sea in Japanese fiscal year (※) 2022. The cultural event Takatora Summit in Imabari was held, and sports events such as Setouchi Shimanami Kaido Three-Day March, Imabari Criterium (a mass-start road-cycle race), Cycling Shimanami 2022, and Imabari City Marathon took place, attracting many people from Japan and abroad. In addition, Setouchi Minato Marché, a food and specialty event, was organized to encourage event visitors and tourists to stay in the city. (※) Japanese fiscal year runs from April to March (Image Source : Japan Tourism Agency https://www.mlit.go.jp/kankocho/content/001717137.pdf ) Evaluation The Marché event has done a good job of involving the local community through the use of citizen volunteers, etc. Each event is attractive, and cultural and natural resources such as Imabari Castle, Murakami Suigun, and the Shimanami Sea Route are utilized to hold cultural and sporting events that appeal to a wide range of people. Various efforts are being made to disseminate information overseas through PR on airline flights, production of TV dramas, and cooperation with bicycle manufacturers. (Applicant Organization) Echigo Matsudai Trail Running Executive Committee “[We plan to] revitalize old paths scattered throughout the satoyama (mountainous regions within village-vicinities) and to make them available as new regional resources! “Echigo Matsudai Spring Festival Trail Running Race" " Outline of the project A trail running event held in Matsudai, Tokamachi City, Niigata Prefecture. Old roads that are no longer used and in disrepair were re-excavated and prepared for the course, which included a course through a satoyama village. The event was created to allow participants to experience the original landscape of Japan. By linking the event with the Echigo-Tsumari Art Field, it will have the unique feature of "combining art and trail running," and its objectives are to revitalize local communities, preserve the satoyama environment, and advocate climate change action for athletes. The project involves the local community and attracts inbound visitors. This is a very effective opportunity to highlight permanent artwork. (Applicant Organization) Annaka City Tourism Organization, General Incorporated Association “ A Railway’s Dead End, Dead No Longer: Revitalization efforts for the benefit of future generations ” Outline of Initiatives Since 2018, a walking tour has operated using an abandoned railway line in Annaka City, Gunma Prefecture, utilizing the Yokogawa-Karuizawa section of the Shinetsu Main Line (commonly known as the Usui Line), which was last operated in 1997. The event is an 11-km guided walk along the normally off-limits section of the line to experience its historical value and the difficulty of crossing the mountain pass. More than 90% of the participants are from outside of the prefecture, making this event a draw that will encourage other local travel and spending. (Image Source : Japan Tourism Agency https://www.mlit.go.jp/kankocho/content/001717137.pdf ) Evaluation The use of a disused railroad line makes it feel special, and the fact that it has a solid historical background and a story to tell is highly valuable. The fact that the target audience is not only people who like traveling and hiking, but also people who like railroads and civil engineering structures is new. The fact that the majority of participants are from outside of the prefecture is also very tourism-oriented. By becoming a model case for the utilization of abandoned railway lines, of which there are likely to be many throughout Japan, it is hoped that other derivative models can be created. Special Awards *Two applicable cases ① (Applicant Organization) Nara City General Foundation, General Incorporated Foundation “Enjoy authentic Japanese archery for foreign tourists - Experience the spirit of the samurai in Nara, the ancient capital of Japan ” Outline of the Project This is a project to allow foreign tourists to experience authentic Japanese archery derived from the tradition of Bushido in Nara, the hometown of the samurai. They will learn the basics of Kyudo and how to behave under the gentle and strict one-on-one guidance of a high-ranked instructor, and finally shoot an arrow by themselves. The goal is to promote the image of "Budo" = "Nara" and "Budo" = "Nara's new brand" internationally, which will lead to budo tourism from overseas. The opportunity to experience authentic martial arts by wearing hakama in a real dojo is a good opportunity for visitors to understand the beauty and dignity of the Japanese people. It is a good opportunity for visitors to learn more about Nara by learning about cultural elements. ② (Applicant Organization) Fukushima Town Tourism Association “Fukushima Town, Hokkaido: "Sumo Tournament for Women Only" - the only town in Japan to have two yokozuna (sumo grand champions)” Outline of the Project The "Sumo Tournament for Women Only" has been held in Fukushima-cho, Hokkaido since 1991. It began as a project to celebrate the 500th anniversary of Kawasuso Shrine's founding and to dedicate the "women-only festival procession," and has been held every year on the second Sunday of May (Mother's Day), with the 29th held in 2023. By holding sumo, which is recognized as a national sport, as an event targeting women, they aim to broaden its base and provide a good opportunity for the children who support it to think about "women's activities" and "gender equality.” (Image Source : Japan Tourism Agency https://www.mlit.go.jp/kankocho/content/001717137.pdf ) Evaluation This event is attended by people from overseas and outside the region. This event has been carried out for about 30 years, and it is highly valued as a part of the local sumo culture. The program has been carried out continuously with a cultural and historical background, while also taking into account the viewpoint of women's activities. (Applicant Organization) Tourism Promotion Bureau of Shimosuwa Town Regional Development Corporation, General Incorporated Association “National Historic Site and Japanese Heritage: The Jomon World of the Starry Central Highlands: Making the "Hoshigatou Obsidian Origin Site" a Tourism Resource” Outline of the Project The Hoshigatoh Obsidian Site in Shimosuwa Town, Nagano Prefecture, was recognized as a National Historic Site in 2015 and a Japan Heritage Site in 2018. The Hoshigatoh Ruins, which are normally off-limits to visitors, will be offered as a special tour with commentary by the discoverer/excavator. In addition, they are taking a multifaceted approach by collaborating with cultural resources and museum facilities scattered in the surrounding area. By actively utilizing cultural assets while properly managing them, the project aims to create a virtuous cycle of culture, tourism, and regional revitalization. The program is designed to involve local businesses, is also designed to encourage participants to become repeat visitors, and to create fans of the local community. The project is contributing to the expansion of recognition of Japanese heritage sites themselves. (Applicant Organization) Office of the Tan-Tetsu-ko Promotion Council “"Tan-Tetsu-Ko Meshi (Tan-Tetsu-ko Meal) Project," a culinary tour of a Japanese heritage site Outline of the Project The story of the coal and other industrial revolutions "Coal, Iron, and Port (Tan-tetsu-ko)" in Sorachi, Hokkaido, which supported Japan's growth and recovery from the Meiji era through the prewar, wartime, and postwar periods, has been recognized as a Japan Heritage site. This initiative named the food that took root in the lives of people who worked in coal mines, steel mills, ports, and railway-related facilities "Tan-tetsu-ko Meshi (Coal, Iron, and Port Meal)”, and in FY2021, commercialized the food at a major convenience store chain and installed panels at tourist information centers. In FY2022, they produced a guidebook listing the restaurants where Tan-tetsu-ko meshi was actually available and conducted an online stamp rally. The collaboration with a major convenience store chain is interesting because of its novelty. The program is collaborating with a number of businesses in the region, and is working on a wide-area partnership within a 100-kilometer radius. These award-winning organizations were honored at a related event, the 7th Sports Culture Tourism Symposium, held in Chiyoda-ku, Tokyo on February 2, 2024. The Japanese government is committed to regional revitalization, which aims to correct the concentration of people in Tokyo, halt the population decline in rural areas, and increase the vitality of Japan as a whole.   • Legislation Amending the Japanese Civil Aeronautics Act to Implement Small UAS’s BVLOS Operations Over People

    JITTI Journal March 2021 Back to All JITTI Journals March 2021 Feature Article Legislation Amending the Japanese Civil Aeronautics Act to Implement Small UAS’s BVLOS Operations Over People by Yoshihiro Fujimaki 1. Background and Overview The bill to amend the Japanese Civil Aeronautics Act, which will allow for a small Unmanned Aircraft System (sUAS) to operate beyond visual line of sight (BVLOS) over people, was submitted to the National Diet of Japan on March 9th, 2021. At present, in cases when someone in Japan would like to operate sUAS beyond visual line of sight, he/she must get individual approval for that operation. In addition, operations flown over people (third parties) are prohibited. On the other hand, in 2017, Japanese industries and the government collaboratively developed the “Roadmap for the Aerial Industrial Revolution,” which was intended to develop technology and improve the overall environment for safe utilization of sUAS. This roadmap has been revised each year, and in the latest version, the target date of implementing BVLOS operations over people was set for FY 2022 (by March 2023). Based on this roadmap, the Japan Civil Aviation Bureau (JCAB) of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has been studying necessary regulatory changes for implementing such operations, and submitted the bill to amend the Japanese Civil Aeronautics Act to the Diet. This bill also aims to make the current regulatory framework more efficient. For these purposes, the bill includes two new regulatory content, a sUAS type certification / airworthiness certification and a sUAS pilot license. 2. sUAS Type Certification / Airworthiness Certification In the Japanese Aeronautics Act, manned aircraft and sUAS are clearly distinguished, and currently there is no regulation regarding type certification / airworthiness certification for sUAS. The bill will establish such certification. There will be two classes of the sUAS type certificate / airworthiness certificate: 1st class and 2nd class. For operations which will be flown over people (third parties), which are currently prohibited by the law, sUAS will be required to have a 1st class sUAS airworthiness certificate (and a 1st class sUAS pilot license). For operations which will not be flown over people, sUAS will still be able to be flown based on individual approval for each flight, and will not be required to have any class of airworthiness certificate. However, in the case that someone would like to perform a BVLOS operation that does not fly over people, he/she will not need to get individual approval IF the sUAS has either class of the sUAS airworthiness certificate AND the pilot has either class of the sUAS pilot license, which is described in next section. The relationship between sUAS type certification and sUAS airworthiness certification is the same as that for manned aircraft; a sUAS manufacturer will apply for a sUAS type certification for a type of sUAS, and once it is certified, sUAS airworthiness certification inspections that are typically needed for every sUAS will be partially or totally omitted for that type. If a pilot plans to operate sUAS over people (third parties), a 1st class sUAS pilot license will be required. If he/she does not plan to operate sUAS over people, the sUAS pilot license will not be mandatory. However, as described in the previous section, in the case that someone would like to perform a BVLOS operation, but not over people, he/she will not need to get individual approval IF the sUAS has either class of the sUAS airworthiness certificate AND the pilot has either class of the sUAS pilot license. Also, the bill will approve private training organizations for sUAS pilots. Once a pilot has completed a course at an approved training organization, the test for the sUAS pilot license will be partially or totally omitted. In addition, he/she must take a course at an approved training organization every three years for license renewal. Effects From Its Implementation In FY 2019 (from April 2019 to March 2020), the number of sUAS operation approval applications submitted was 48,364, and the breakdown of approvals is shown in the next figure. (Please note that one application may include several approval items.) Most approvals are related to night operations, BVLOS operations, operations near people or buildings, and operations in densely populated areas. For these operations, individual approval will not be necessary IF the sUAS has a sUAS airworthiness certificate AND the pilot has a sUAS pilot license. The above table details information from material that JCAB submitted to the council on Nov. 19, 2020 ( https://www.mlit.go.jp/policy/shingikai/kouku01_sg_000281.html ) On the other hand, some sUAS operations, such as those conducting around airports, flying above 150m altitude, transporting hazardous material, etc., will remain subject to individual approval. Operations by the sUAS which weigh over 25kg will also remain subject to individual approval.

    JITTI Journal November 2019 Back to All JITTI Journals November 2019 Feature Article 2020 Expansion of International Air Networks in Tokyo’s Haneda Airport by Hiroki Sakamoto While air passenger transport in the world has been steadily growing, Japan hopes to achieve even greater targets of 40 million foreign visitors in 2020 and 60 million in 2030, and is implementing policies in order to address these increasing aviation demands. One major policy is to enhance the functions of Tokyo metropolitan airports (Tokyo International Airport (Haneda Airport) and Narita International Airport (Narita Airport)). Efforts are now underway for the two airports to jointly achieve take-offs/landings at the world’s top rates (approximately 1 million per year), roughly the same as those for New York or London. Specifically, efforts are being made to increase the airport capacity by such measures as reviewing the flight paths to and from Haneda Airport and developing a third runway in Narita Airport. In August 2019, the United States and Japanese Government officials in charge of aviation negotiations reached an agreement to increase daytime services (6:00-22:55) between Haneda Airport and U.S. destinations. Among the 50 new international slot pairs created at the airport, they allocate 12 new slot pairs (12 arrivals and 12 departures daily) for U.S. air carriers, and 12 new slot pairs for Japanese air carriers. The new flight services are expected to be available from March 29th, 2020, at the beginning of the Summer 2020 season, and in time for the 2020 Tokyo Olympic and Paralympic Games. A control tower at Haneda Airport In September 2019, after considerations on how to expand the number of foreign visitors and strengthen Japan’s international competitiveness, the Ministry of Land, Infrastructure, Transport and Tourism of Japan announced the allocation of slots for 50 flights. For the first time, Russia, Australia, India, Italy, Turkey, Finland, Scandinavia (Denmark, Sweden or Norway) acquired daytime slots into the country. The allocations of slots for the 50 flights are as follows by country: USA: 24 flights China: 8 flights Russia: 4 flights Australia: 4 flights India: 2 flights Italy: 2 flights Turkey: 2 flights Finland: 2 flights Scandinavia (Denmark, Sweden or Norway): 2 flights Among the 50 flights, 25 flights were allocated to Japanese air carriers (ANA: 13.5 flights, JAL: 11.5 flights in total). USA: ANA 6 flights, JAL 6 flights China: ANA 2 flights, JAL 2 flights Russia: ANA 1 flight, JAL 1 flight Australia: ANA 1 flight, JAL 1 flight India: ANA 0.5 flights, JAL 0.5 flights Italy: ANA 1 flight Turkey: ANA 1 flight Finland: JAL 1 flight Scandinavia (Denmark, Sweden, or Norway) : ANA 1 flight An aerial view of Haneda airport, which is close to downtown Tokyo The details of slot allocations for each international region are as follows: 1) North America : Currently, both the U.S. and Canada have daytime slots, but for this most recent change, only the slots for the U.S. were expanded. Regarding U.S. air carriers, Delta Air Lines will have flights from Seattle, Detroit, Atlanta, Portland and Honolulu; United Airlines will have flights from Newark (N.J.), Chicago O’Hare, Washington-Dulles and Los Angeles; American Airlines will have flights from Dallas/Fort Worth and Los Angeles; and Hawaiian Airlines will have a flight from Honolulu. Delta Air Lines decided that it will fully transfer its U.S.-Tokyo flights from Narita Airport to Haneda Airport, bringing its operations closer to central Tokyo. Regarding Japanese airline routes to the United States, ANA and JAL are each allocated 6 flights. Currently, ANA operates from Narita Airport to Los Angeles, San Francisco, Seattle, San Jose, Chicago, Houston, Washington D.C., New York, and Honolulu, and from Haneda Airport to Los Angeles, Chicago, New York, and Honolulu. From March 29, 2020, ANA is planning to offer new non-stop services from Haneda Airport to Houston, San Francisco, San Jose, Seattle and Washington D.C. Also, ANA will be increasing the frequency of the Haneda - Los Angeles route in 2020. In addition, all routes from Narita Airport to Houston, San Jose, Seattle and Washington D.C., and some routes to Los Angeles, will be relocated to Haneda Airport. JAL operates from Narita Airport to Los Angeles, San Diego, Seattle, Chicago, New York, Dallas, Boston, Honolulu, Kona and Guam, and from Haneda Airport to San Francisco and New York. From March 29, 2020, JAL is planning to establish new services between Haneda Airport and Chicago, Dallas, Los Angeles and Honolulu. Also, JAL will be increasing the frequency of the Haneda - New York route in 2020. Furthermore, all routes from Narita Airport to New York and Dallas, and some routes to Chicago and Honolulu, will be relocated to Haneda Airport. 2) Asia: China has acquired eight new flights, making it the country with the second most slots after the United States. Currently, both Japanese and Chinese airlines fly to Beijing, Shanghai, and Guangzhou during the daytime. India has newly been awarded daytime slots for the first time. There were no additional slots for South Korea. 3) Europe: Currently, there are landing slots during the day time for the United Kingdom, France and Germany. However, no additional slots for these countries were awarded. Slots for Russia, Italy, Finland, Scandinavia (Denmark, Sweden or Norway) are newly being applied. From March 2020, daytime services between U.S. cities and Haneda Airport will be drastically increased. That means that US citizens will easily able to travel to local areas in Japan such as Hokkaido, Shikoku, Kyushu and Okinawa by using the numerous and various domestic connecting flights at Haneda Airport.     JITTI Journal Cultural Article May 2025 Back to All JITTI Journals May 2025 Cultural Article Hotaru Matsuri by Suzannah Nevas Japan has an amazing cultural knack for taking something natural and simple and elevating it to something so beautiful, it’s just shy of pure magic. I find this to be true of many traditional culinary dishes that use hardly any components to highlight the pure flavor of just a few ingredients, but it can also be seen in countless seasonal celebrations of nature, like the subtle illumination of maple leaves at night in the fall, or the moon viewing described in classical Japanese literature. Another example of this is the humble firefly (hotaru). It’s been over a decade since I attended a Hotaru Matsuri, or Japanese Firefly Festival, but even now, the sparkling impression lingers in my memory. Fireflies In Japan The intriguing and magical presence of fireflies can be found throughout history in Japanese art and literature. Sackler Museum, Bequest of the Hofer Collection of the Arts of Asia ) While there are hundreds of different species of fireflies, there are primarily three types that reside in Japan: the Hime, Genji and Heike. Their lifecycles and mating seasons are slightly staggered, which means that their luminescent glow can typically be seen as early as late May to as late as mid-July– though if you go all the way to the Okinawa or Hokkaido- this range can be stretched even further! What Is A Firefly Festival? What is a Firefly Festival? It’s pretty much exactly as it sounds. From early June through late July, temples, shrines and parks across Japan open their grounds to the public at sunset and invite you to celebrate nature’s splendor: fireflies. Each location will be different, but often present are the typical Japanese festival stalls selling street food, toys and treats. These will be located towards the front, near admission so that the noise and lights don’t detract from the main event- observing and enjoying the bioluminescence of hundreds of fireflies! That’s it- pretty simple, right? While on its face, it is nothing more than a quiet, leisurely walk at dusk, I promise, you will feel magic- like perhaps you’ve been transported into the world of a Miyazaki film. Where Can You Enjoy A Hotaru Matsuri? Hotarui Matsuri- like the hotaru itself- can be found throughout Japan. Because fireflies like trees and water, typical festival locations are parks, temples and shrines that have a large water source. However, this is not an example of the urban/rural divide: Hotaru Matsuri can be found in both the small-town countryside and in large city parks. The festival I attended was pretty small and rural at Uicho Shrine in Tamba (central Hyogo Prefecture), but if your travels are only taking you to big cities, there is the Fussa Firefly Festival right in Tokyo, or a day trip to the Terasaka Rice Terraces in Yokoze, in Saitama. Other recommendations include Okawa Onsen Takegasawa Park in Shizuoka Prefecture and Tetsuno Hotarudoyo Park in Nagano Prefecture.   • The Hakata Dontaku Festival: An Introduction of One of Japan’s Local Festivals

    JITTI Journal Cultural Article September 2020 Back to All JITTI Journals September 2020 Cultural Article The Hakata Dontaku Festival: An Introduction of One of Japan’s Local Festivals by Yasuhiro Okamoto Have you experienced Japanese traditional festivals?? Even though Japan is a not a big country, each region has unique traditions and cultures, and all those cultural elements are reflected in their local festivals. Today, I would like to introduce my hometown’s festival, which is named “Hakata Dontaku Festival.” In Hakata, the Dontaku Festival has been celebrated for more than 800 years during a period of time called “Golden Week,” where we have consecutive holidays in early summer. Every year, around two million people gather in the city to observe this festival. Exploring the origins of this festival, it is said that “Matsubayashi,” which was started in 1179 (Heian era), was the source of the Hakata Dontaku Festival. During that period, people greeted their local lord when cerebrating the new year with a parade, and this became the present “Hakata Dontaku Festival.” At that time, Japan had a class system, and it was an opportunity for interaction between warriors (Samurai) and merchants. Once, this festival was even banned in the Meiji Era because of its extravagancy, but the people changed its name and tried to continue holding it. The word Dontaku comes from the word Zondag, a Dutch word that means both "Sunday" and "holiday". ( IMG_2734 by koemu is licensed under CC BY-NC 2.0 ) The use of Shamoji in the festival invokes the image of people eagerly leaving their homes in hurry (and thus still holding their spoons) to participate in the merriment. The festival was cancelled for the first time this year since 1962, except for instances of bad weather, due to the coronavirus pandemic. In general, the festival is held from May 3rd to May 4th, and consists of the aforementioned traditional “Matsubayashi” parade, which has a mix of modern and traditional parade elements. In total, more than 230 groups and 22,000 performers join this festival, and the teams with outstanding performances are praised. One of the unique features of this parade is that people dance while clapping two rice scooping spoons (Shamoji) along to the music of “Shamisen” (Japanese traditional guitar). You can see the parade from the street, and there are more than 30 stages in the city center, so you can also buy a ticket and enjoy performances from a seat. At the climax of this festival, everybody, including observers and tourists, join the dance and play together. “Hakata Dontaku Festival” is one of biggest festivals held in spring in Japan. I’m sure that you can feel the festivity from seeing and joining this event. Additionally, there are the other two biggest and popular festivals in Fukuoka, which are “Hakata Gion Yamakasa” and “Houzyouya.” For your next trip in Japan, please go a little further to the south to explore Fukuoka. You may feel like visiting there repeatedly.   • Provincial city - Niihama (Ehime prefecture, Shikoku)

    JITTI Journal Cultural Article January 2018 Back to All JITTI Journals January 2018 Cultural Article Provincial city - Niihama (Ehime prefecture, Shikoku) by Shinichi Yamada Niihama city, located on Shikoku Island, is surrounded by mountains on its east, west and north sides, and faces the Inland Sea on its north. The population of the city is about 120,000 and the city is the sixth largest city on Shikoku. This article will introduce Niihama and the traditional culture of Niihama. It takes about 6 hours to travel to Niihama from Tokyo, and it is not easy to travel there from overseas. However, I would be very glad if through this short article you gain interest in Niihama and its regional culture. History of Niihama (Sumitomo Group and Besshi copper mine) In Japan, Niihama is known as the town where Sumitomo Zaibatsu (the predecessor of the current Sumitomo Group) established their foundation after they discovered the Besshi copper mine at the end of the 17th century. At that time, the Besshi copper mine was said to turn out the world's largest output of copper. Therefore, despite the fact that Niihama is inconvenient to get to, Niihama developed as an industrial city, and there are many main factories of the Sumitomo Group located in Niihama even now. The mine itself is now closed, but there is a sightseeing spot built to commemorate it. We can learn about the mining history of the Besshi copper mine, and also enjoy the hot spring and local foods. Traditional Festival (Taiko-dai Carnival) The Taiko-dai Carnival, one of the three biggest festivals in Shikoku, is held every October and more than 100,000 tourists visit. "Taiko" means drum and "dai" means cart in English. The origin of Taiko-dai is unclear, but it is said that the cart that carries offerings in order to thank God for the blessings of nature. The carts are about 6600 lbs, 16 ft tall, and 40 ft in length. During the festival, 150 people carry it throughout the town while beating the drum placed inside of the taiko-dai structure, which is hollow. Each area of Niihama has its own Taiko-dai, and there are 53 Taiko-dai total in Niihama. (Taiko-dai) One of the highlights of the festival is called "Kaki-kurabe". Multiple Taiko-dai are gathered together and lifted with human power only. Each area competes for the strength and harmony of the bearers. Sweets originated in Niihama (Hatada Marron Taruto) Hatada Marron Taruto is like a roll cake covered in a citrus-flavored bean paste with chestnuts, wrapped in a sponge cake. It is said that the origin of this sweet is a torta (a roll cake wrapped in jam in Castella) which came from Portugal to Japan about 350 year ago. The jam was changed to bean paste, and current roll cake was developed. This roll cake is a Japanese-style confectionery and has an elegant and rich taste. It is slightly sweet because of citrus flavor in the paste. It has been awarded the High International Quality Trophy in the Food products Selection every year since 2006. Like various countries, each town in Japan has an individual history and culture. Niihama is not a famous city even in Japan, but I think my hometown is a wonderful city with its own culture.   • Japan's Strategic Countermeasures against the Pirates of the Seas

    JITTI Journal January 2024 Back to All JITTI Journals January 2024 Feature Article Japan's Strategic Countermeasures against the Pirates of the Seas By Daisuke Komatsu Towards the end of 2023 and the beginning of 2024, a series of piracy incidents, including the capture of cargo ships and tankers, occurred in the waters around the Gulf of Aden, near Yemen and Somalia. Additionally, there has been an increase in pirate attacks in Southeast Asian waters in recent years, posing significant threats to the safety of nearby vessels and raising major concerns for economic security. In light of this background, this journal article aims to elucidate Japan's counter-piracy measures. Tracing back the history of piracy in Japan, references to pirates can be found as early as the latter half of the 5th century in the "Nihon Shoki" (Chronicles of Japan). Notably, during the late 15th century and the Sengoku period (Warring States period), pirate groups known as the "Murakami KAIZOKU,” a group functioning both as pirates and a naval force, were frequently active in the Seto Inland Sea. In more contemporary times, incidents such as the 1999 attack on the Arlanda Rainbow, which was en route from Indonesia to Japan, and the 2005 attack on the Japanese-flagged ocean-going tugboat Idaten in the northwestern part of the Strait of Malacca, have occurred. Globally, piracy has been a longstanding maritime security threat throughout history, evident from occurrences in the Roman Empire era, the Vikings in the 8th century, privateers during the Age of Discovery, the Barbary pirates in North Africa, and pirates in the Caribbean and Indian Oceans. Revisiting the definition of piracy, according to Article 101 of the United Nations Convention on the Law of the Sea, piracy consists of: (a) Any illegal acts of violence, detention, or depredation for private ends by the crew or passengers of a private ship or aircraft against: (i) Another ship or aircraft, or persons or property on board in the high seas; (ii) A ship, aircraft, persons or property in a place outside the jurisdiction of any state. (b) Voluntary participation in the operation of a ship or aircraft with knowledge that it is a pirate ship or aircraft. (c) Incitement or intentional facilitation of acts defined in subparagraph (a) or (b). Article 105 of the same convention outlines that any state may seize a pirate ship or aircraft, or a ship taken by piracy and under the control of pirates, and arrest the persons and seize the property on board in the high seas or any other place outside the jurisdiction of any state. The courts of the state which carried out the seizure may decide upon the penalties to be imposed, and, with due regard to the rights of bona fide third parties, may determine the action to be taken with respect to the ship, aircraft, or property. In essence, piracy is robbery conducted on the high seas and is considered a universal enemy against which any state may act. Pirate acts occurring within territorial waters of coastal states, as opposed to the high seas, are defined as armed robbery at sea. Considering the above, an overview of Japan's counter-piracy measures is provided. As an island nation with low food and energy self-sufficiency rates, Japan relies heavily on maritime transport routes for 99.5% of its imported resources essential for maintaining economic activities and social life. Thus, protecting merchant vessels from piracy is a lifeline for the country. Created by the author using freely available resources. Direct enforcement in pirate-infested waters like the Malacca and Singapore Straits was not feasible for Japan due to territorial limitations. Consequently, the Japan Coast Guard led the adoption of the "Asian Anti-Piracy Challenges 2000" at this conference, proposing measures such as mutual visits of patrol ships, joint training exercises, continuous expert meetings, and conducting seminars on maritime crime control. Initiatives also included accepting students for maritime crime seminars at the Japan Coast Guard Academy and JICA, dispatching long-term JICA experts, and supporting capacity building through joint training with coastal countries. These efforts led to a significant reduction in piracy incidents in Southeast Asia after 2004. However, piracy in Somalia, particularly around the Gulf of Aden, surged post-2007. A notable incident in February 2007 involved the hijacking of the MV Rozen, a cargo ship chartered by the World Food Programme for humanitarian aid to Somalia, leading to the abduction of 12 crew members. This incident underscored the international community's need to collaborate in combating piracy in the region. In contrast to the pirates in Southeast Asia, those operating in the Gulf of Aden and off the coast of Somalia are characterized by their heavy armament, organized operations, and operations in a broad maritime area far from land. Notably, they often kidnap entire crews and ships, demanding ransoms, rather than just looting goods or cargoes. Since 1991, Somalia has been in a state of anarchy, lacking a functional government capable of combating piracy, differentiating it from the situation in Southeast Asia. With the passing of multiple United Nations Security Council resolutions in 2008, the CTF151 (Combat Task Force) fleet, predominantly comprising EU and NATO member states, was dispatched to protect ships in these waters, leading to an increase in the forceful suppression of pirates. The United States also joined the efforts with its Navy and Coast Guard as part of the combined maritime task force. Recognizing that about 10% of the vessels transiting the Gulf of Aden annually are Japan-related, and to fulfill its role as a responsible nation in the United Nations, Japan acknowledged the importance of counter-piracy measures in the region. The Japan Coast Guard, tasked with protecting lives and property from piracy and maintaining security, faced challenges in collaborating with CTF151 and exercising jurisdiction over maritime crimes in international waters. However, dispatching the Japan Maritime Self-Defense Force (JMSDF) was considered. Under the Self-Defense Forces Law Article 82, JMSDF's maritime security operations are primarily limited to protecting Japanese lives or property, presenting challenges in guarding non-Japanese vessels like those protected by CTF151. To address these challenges, Japan legislated the Anti-Piracy Measures Law in June 2009. This law enabled the Japan Coast Guard to exercise jurisdiction over piracy, considered a crime in international waters, and allowed JMSDF escort vessels to guard foreign-flagged ships in coordination with CTF151. A significant feature of this law is that it defined piracy as a crime within Japan's legal system for the first time, allowing for the protection of not just Japanese vessels but also foreign ships. The law also permitted preventive actions against piracy, such as firing warning shots when pirates approached civilian vessels. This legislation marked a milestone in asserting jurisdiction in international waters, a domain typically governed by the principle of flag state jurisdiction. JMSDF has since been conducting escort operations and surveillance activities, regardless of the ships' nationality, based on their requests in the Gulf of Aden, with significant collaboration from the Japan Coast Guard. Coast Guard officers, deployed on JMSDF ships, play a crucial role in enforcing the Anti-Piracy Measures Law. This joint operation ensures effective law enforcement and escort operations. From 2013, Japan has participated in CTF151, further intensifying its anti-piracy measures. These efforts have significantly reduced piracy incidents around Somalia. Japan continues to support the enhancement of maritime security capabilities in Somalia and neighboring countries and aims for the fundamental resolution of the piracy issue, contributing to the reconstruction and stabilization of Somalia. Moreover, some analysts suggest that the piracy incidents mentioned earlier might be linked to 2023 Israel-Hamas War, , underscoring the necessity for continued international cooperation and efforts to address the root causes of piracy for ensuring maritime security in the region.

  • My Japanese Shinto-Style Wedding

    JITTI Journal Cultural Article November 2025 Back to All JITTI Journals November 2025 Cultural Article My Japanese Shinto-Style Wedding By Tomomi Dodd As I write this journal, I’m reminded, as I do every year around this time, of my wedding in Japan in October 2017. My American fiancé at the time and I decided to hold a wedding in Japan, and specifically a traditional Shinto-style wedding at a shrine. We came to the decision as we had wanted to show respect to Japanese culture and embrace it. With plans to move to America in the near future, we also knew we wanted to host the wedding in Japan so that mutual friends, which we had both met while attending the same college in Tokyo, would be able to attend. Though we had heavy rain due to typhoon on the wedding day, I felt that it turned out a memorable and beautiful event. A Shinto wedding is a traditional Japanese ceremony held at a shrine or at a temple. It means marriage before the kami (God). I will introduce some of the main steps we performed during our wedding. Please note that every wedding venue is different and may have different steps. First of all, we walked down the isle outside of the shrine led by two Mikos. Miko are young priestesses who serves at a Shinto shrine. As we were entering the wedding ceremony stage, a giant drum was pounding. (Walking to the wedding ceremony venue led by two Mikos.) (Beginning of the wedding ceremony) Then we did an exchanging of Sake - San San Kudo . As the bride and groom, we took turns sipping three times from cups of three sizes: small, medium and large. (The first two times, the cup is raised to one’s lips. The sake is only drunk on the third sip.) This act represents purification. (San-san-kudo) Next, we read a wedding vow. Here is what we read in Japanese. Watakushidomo Ryoumei wa Honjitsu Yuishoaru Sanno Hiejinja ni Oite Kekkon Itashimasu. Watakushidomo wa Sougo no Ishi wo Sonchou shi Rikai ni Tsutomete Mairimashita ga, Kongo Yoriissou Katai Shinrai to Aijou nioite Ningen toshite no Musubitsuki wo Takamete Yukukoto wo Koko ni Chikaimasu. (English translation: Today we are getting married at Hie Shrine. We promise to continue to strengthen our bond, trust, and love while maintaining mutual respect. ) In the end, we presented Sakaki branches. Sakaki is an evergreen tree native to Japan, and it is considered a bridge between the divine and humanity. As the bride and groom, we received the Sakaki branches and placed them at the altar. Then we bowed twice and clapped twice. Next, our dads, as the fathers of the groom and bride respectively, received Sakaki and placed them at the altar. They in turn bowed twice and clapped twice. Following this was a dance performance by the Mikos. (Bride and Groom placing Sakaki branches) (Fathers of bride and groom placing Sakaki branches) (Dance performance by Mikos) Though all the preparations for the wedding ceremony and reception were chaotic and stressful, I am still very happy that we had a Japanese style Shinto wedding and my husband’s side of family experienced some of Japanese culture and met my family and friends. I deeply appreciate that they came to Japan all the way from America for us. I cannot forget what my brother-in-law told me later when he said that it was one of the coolest experiences he has had. Just for your reference, we had a wedding at Hie Akasaka Shrine in Tokyo. It is a very beautiful Shinto shrine distinct in its vermilion color, and has a very long and deep history as it was built in the year 1478. It is worth visiting just to see the shrine. You might be able to see some cute children in Kimono for children’s ritual (Shichi-go-san), especially if you go in October or November. (The bride and groom in front of the Hie Shrine.)
