    Back to All JITTI Journals March 2022 Feature Article Initiatives to Relieve Congestion in Japan's Rail Industry by Akito Okabe Introduction While railroads play an important role as a mode of transportation in Japan, urban rail congestion has long been a serious social problem. It may be surprising to learn that the average congestion rate for major Tokyo-area railroad sections in FY 2019 was 163%, with the most congested section reaching 199% 1) . The congestion rate is an index of congestion calculated by dividing the number of people transported by the transportation capacity 2) . As a guide of congestion rate Image Source: Association of Japanese Private Railways Although congestion rates have recently declined temporarily due to the pandemic, it continues to be an important issue against a backdrop of increased hygiene awareness and new ways of working through teleworking. For a long time, Japan has been trying to relieve congestion rates by shortening operating intervals, adding more tracks, and other large-scale construction projects. In recent years, Japan has also been focusing on new initiatives such as a "Train crowd measurement system" that utilizes digital technology. This article introduces some of the advanced efforts in the Japanese railroad to relieve congestion. Train Crowd Measurement System In the Tokyo area, the provision of congestion information on official apps and websites of railroad operators has been in full swing since around 2015. This article introduces Tokyo Metro's real-time ‘train crowd measurement system’ for each train car. Tokyo Metro has been distributing real-time congestion information for each train car on the 'Tokyo Metro my!' app since July 2021. According to Tokyo Metro, by distributing real-time congestion information for each train car, the system enables "safe and comfortable use" tailored to individual customers' needs, such as "which train car is relatively empty?" and "which station will be least crowded to board a train?" In addition, this service has been used by many customers, reaching approximately 50,000 times in the month and a half since its distribution began in July. It is very difficult to calculate congestion in real time, but by utilizing the ‘train crowd measurement system’ that uses a 'depth camera' to acquire depth information on in-train congestion, it is now possible to distribute real-time congestion and congestion forecast information regardless of car type, according to the company. Off-Peak Point Service A service that rewards customers with points as an incentive for off-peak commuting is another initiative that Japanese railroad operators are focusing on to relieve congestion. JR East, Japan's largest railroad company, has launched a point service on weekday mornings as an initiative to support staggered commuting by SUICA 3) commuter pass holders. If you enter a station in the target area during a time period eligible for point redemption and then exit at a station in the target area, points are redeemed. For example, if the peak period is from 7:00 to 7:30 a.m., passengers can earn 15 reward points if they ride from 6:00 to 7:00 a.m. during the "early bird period" before the peak period. If they ride between 8:30 and 9:30 a.m. after the peak period, they will earn 20 reward points. The rewards can be recharged to IC cards and used as train tickets, or used for shopping at JR-operated commercial facilities. Currently, the program is being offered for a limited time from March 15, 2021 to March 31, 2022. Conclusion As in Japan, people in the U.S. are becoming more hygiene-conscious, and providing information on train congestion is a topic of great interest. In addition, since staggering morning and evening peak hours can also help railroad companies reduce the number of train cars and staffing required during peak hours, contributing to cost savings, we believe that efforts to promote off-peak use can be a useful reference for the U.S. railroad industry.     Back to All JITTI Journals July 2018 Cultural Article AWAODORI: A Japanese Traditional Dance Festival Held in Tokushima by Daisuke Miyamoto There are many different kinds of festivals in the world, and we can learn the unique characteristics of each country from their festivals. Japan has many kinds of festivals in every region. GION-festival, TENJIN-festival and KANDA-festival are the most famous in Japan, and these three are recognized as Japan's major ones. Many tourists from foreign countries visit so that they may enjoy seeing the festival. In this article I would like to introduce a unique, Japanese traditional dance festival called AWAODORI, which has been performed in Tokushima for about 400 years. Why? Because not only can you observe the festival, but you can also easily join in. AWAODORI is one of Japan's three major BON ODORI-festivals, which is a type of Japanese traditional dance festival held in the summer. It is held all over Tokushima prefecture and has recently been held in other locations as well, but Tokushima City's festival is the biggest with over one million people attending last summer's festivities. AWA was once the name of Tokushima, and ODORI means dance. There are two types of dance forms. One is called Man-dance which expresses briskness, and the other is called Woman-dance which expresses glamour. Men cannot dance Woman-dance but women can dance both. This is the rule, but the dance forms are similar. The biggest difference between the two are the costumes. Those wearing white costumes are dancing Man-dance. Those wearing pink costumes are dancing Woman-dance. (Daisuke Miyamoto) How do you dance AWAODORI? Don't worry. It's very simple. Just wave your hands over your head and step to the traditional music which is played by Japanese flutes, drums, bamboo, and chimes. How do you join in? Don't be afraid. Many groups called "REN", consisting of dancers and music players, parade the street. The REN is formed by region, business company, or some other distinction. When you find the municipal office a REN group, you can join it if you want. Finally, I would like to leave you with a famous proverb about AWAODORI. It goes, "there are silly watching people and silly dancing people. You might as well dance if you're going to be silly anyway." The most important thing is to be silly and enjoy the dance!!     The Current Use of Metropolitan Airports during the First Summer Vacation after the Covid Pandemic and the Latest Initiatives at These Airports By Tetsuhiro Hagiwara Introduction The rush of people spending their summer vacation abroad peaked at Narita Airport on August 10. The departure lobby was crowded from the early morning with families carrying suitcases in anticipation of the first Bon period since the Coronavirus pandemic was designated as a "Class 5" disease under the Infectious Disease Control Law. On May 8, 2023, the Japanese government shifted the infectious disease status of the Coronavirus from "new-type influenza and other infectious diseases (equivalent to category 2)" to "category 5 infectious diseases" under the Infectious Diseases Control Law, finally eliminating the restrictions that had been in place until then, such as the constraints of going outside and wearing a mask indoors for those infected or in close contact. While Japan is flooded with foreign tourists who have returned to the country as a result of the elimination of border control measures, momentum for Japanese people to take their long-awaited overseas trips during this summer vacation is also gaining. In this article, I would like to take a look at the usage of airports in the Tokyo metropolitan area during the summer vacation (Bon period) after the Coronavirus pandemic and the efforts of non-aeronautical revenue businesses at Haneda and Narita airports to improve earnings post-COVID. 1. International Flight Usage during the Dummer Vacation Period at Airports in the Tokyo Metropolitan Area (Haneda and Narita) On August 25, the Tokyo Regional Immigration Services Bureau announced preliminary figures for this year's Bon period (August 10-20) showing that Haneda Airport had 575,940 inbound and outbound passengers and Narita Airport had 802,740 inbound and outbound passengers during the same period. Compared to 2019, before the Coronavirus pandemic, the number of daily passengers at Haneda and Narita airports recovered to 99% and 69% of their pre-COVID levels, particularly at Haneda Airport, which has finally returned to its pre-pandemic level after a long passage of time. A breakdown of passengers at Narita Airport shows that while the number of daily inbound and outbound passengers recovered to the same level compared to 2019 for foreigners, the number of Japanese was at about 50% of the level of 2019. It appears that overseas travel is still a challenge for Japanese after the Coronavirus pandemic. One reason for this may be the recent relatively high airfares and the declining purchasing power due to a weakened JPY. According to airline companies, many overseas airfares are up 20-40% on many routes compared to pre-pandemic. This is due to soaring energy prices following Russia's invasion of Ukraine, as well as the yen's depreciation from around 106 yen to the dollar before the pandemic (August of the 2019) to around 145 yen at present. Efforts in Non-aeronautical Revenue Businesses at Haneda and Narita Airports to Improve Profitability As mentioned above, the number of foreign visitors to Japan is finally returning, but airport revenues were damaged to an unprecedented degree by the Coronavirus pandemic. During the three years of COVID, what measures have struggling airport companies taken to survive in the midst of deteriorating profitability and record deficits? We can look forward to the development of new products based on the theme of "excitement" that is unique to Narita Airport. (Image Source: Narita International Airport Corporation) Haneda Airport: Large-scale complex facility "HANEDA INNOVATION CITY Haneda Mirai Kaihatsu Corporation (an operating company in which nine companies have invested) announced the completion on June 30, 2023 of "HANEDA INNOVATION CITY" (abbreviated name: HICity), a large-scale complex facility being developed in a public-private partnership with Ota Ward in the Zone 1 development project on the former Haneda Airport site adjacent to the airport. The grand opening of the entire facility is scheduled for November of this year. HICity is Japan's first smart airport city, which will generate exchanges that transcend the boundaries between "cutting-edge" and "culture" and create new value. The building will house a variety of facilities, including research and development facilities, offices, an advanced medical center, an event hall, accommodations, Japanese cultural experience facilities, and dining facilities. It is expected to become a center for the creation of new business and innovation through the gathering and exchanges of people, goods, and information from Japan and abroad. Efforts at Haneda and Narita Airports to Achieve Carbon Neutrality While the movement to promote carbon neutrality is accelerating in various countries and sectors around the world, in Japan, the revision of the Civil Aeronautics Law and Airport Law, which went into effect in December 2022, includes the promotion of decarbonization in the purpose provisions of both laws. In this context, I would like to introduce new initiatives at airports in the Tokyo metropolitan area (Haneda and Narita). Narita Airport: Establishment of Green Energy Frontier Co. Challenge to decarbonize energy supplied to the airport by 2050 Narita International Airport Corporation and Tokyo Gas Co., Ltd. have established Green Energy Frontier Corporation to supply energy to Narita Airport and began operations on April 1, 2023. The company plans to invest 100 billion yen by 2050 through the construction of a new energy plant and the installation of a solar power generation facility, the largest of its kind in the world at an airport. The company intends to be the first in the world to build a "decarbonization model for airports" at Narita International Airport that combines environmental friendliness and resilience, and to apply this technology and know-how to urban development and industrial parks in the airport's vicinity. Contributing to decarbonization by reducing aircraft "idling" on the ground Haneda and Narita airports have announced that, beginning this spring, they will raise restrictions on the use of APUs (Auxiliary Power Units), which are used to provide the electricity and air conditioning needed by aircraft parked at the airports, to the strictest level in Japan, and will further promote the use of GPUs (Ground Power Units), which have higher CO2 reduction effects, to help decarbonize the airports. The use of GPUs will reduce CO2 emissions to 1/15 or less (in the case of a Boeing 777) compared to the use of APUs, thus contributing to the promotion of decarbonization at airports in the Tokyo metropolitan area. Conceptual Diagram of GPU Supply (Image Source: East Japan Civil Aviation Bureau, Narita International Airport Corporation) Conclusion According to the Quarterly Air Transport Chartbook, released August 31 by the International Air Transport Association (IATA), air traffic across the industry will recover to about 88% of 2019 levels in the second quarter of 2023 compared to the same period in 2019, with the short-term outlook for total passenger traffic returning to 2019 levels in early 2024, It is expected to double by 2040. In Japan, the number of daily passengers during the summer Bon period has recovered to about 100% of the 2019 level at Haneda Airport and 70% of the 2019 level at Narita Airport. Furthermore, with there also being reports that the ban has been lifted for group passengers from China, which had a significant impact on the Japanese inbound economy before the pandemic, the long period of receding demand and deteriorating profitability caused by the Coronavirus is finally coming to an end. Airport operators are working to diversify their revenue sources by expanding their non-aeronautical revenue businesses, such as making the airport itself a place for extraordinary experiences and adding commercial facilities, and this trend is expected to continue in the future. This article focuses on the initiatives at Haneda and Narita airports, but we will continue to introduce new initiatives at various airports in the future, including those in other countries. INTRODUCTION Unmanned Aircraft Systems (UAS), such as drones, are used in various fields including aerial photography, pesticide dispersion, and inspection of infrastructure, and they are expected to be utilized even more in the future. On the other hand, concern about operational safety has been rising. This article introduces efforts and policies that have been implemented to ensure the safe operation of UAS in Japan. 2. CURRENT REGULATION The Civil Aeronautics Law (CAL) defines “UAS” as any airplane, rotorcraft, glider or airship which cannot accommodate any person on board and can be remotely or automatically piloted (excluding those lighter than 200 grams (about 0.44 pounds). The weight of a UAS includes that of its battery.). It requires any person who intends to operate a UAŞ in the following airspaces to obtain permission from the Minister of Land, Infrastructure, Transport and Tourism of Japan to ensure the safety of manned aircraft and persons and/or properties on the surface of the ground or water. Airspace that is over 150 meters (about 490 feet) above the surface of ground or water. Airspace around airports. (Specifically, airspaces above the approach, horizontal, transitional, extended approach, conical, and outer horizontal surfaces) Airspace above Densely Inhabited Districts (DID) defined and published by the Minister of Internal Affairs and Communications. (Those areas where population density is larger than 4,000 people per square kilometer (about 10,360 people per square mile) are defined as DID in general.) The use of Unmanned Aircraft Systems in various fields has grown, including in agriculture and pesticide distribution. It also requires all of the UAS operators to follow the operational conditions listed below, unless approved by the Minister of Land, Infrastructure, Transport and Tourism of Japan. Operation of UAS are to be in the daytime. Operation of UAS must only be conducted within Visual Lines of Sight (VLOS). 30 meters (about 98 feet) of operational distance between UA and persons and properties on the surface of the ground or water must be maintained. Do not operate UAS over event sites where many people gather. Do not transport hazardous materials such as explosives by UAS. Do not drop any objects from UAS In addition to the CAL, legislation has also been put in place to prevent dangerous UAS from approaching important facilities in the country by air. An aerial photo by UAS of this concert would not be permissible in Japan, as they are not allowed to be flown at night or over places where people gather. 3. POLICY FOR THE EXPANDED OPERATION OF UAS The Japanese government has created a roadmap and made efforts to expand the use of UAS in public-private partnerships. According to the roadmap, the goal is to operate UAS beyond VLOS in uninhabited areas, such as remote islands and mountainous areas, by FY 2022, and later to operate UAS beyond VLOS in DID. There are various issues to consider to bring about such flights. Therefore, the following four working groups have been established, and many stakeholders, including government, industry, and academia, are involved. WG1: UAS/Owner Registration WG2: Ensuring UAS Safety WG3: Skill Assurances of Remote Pilots and Flight Dispatchers WG4: UAS Traffic Management System (UTMS) As part of these efforts, an amendment of CAL will be submitted to the regular Diet in 2020 that requires the registration of UAS in FY 2021. Under the new system, information such as the names of owners, users, aircrafts, phone numbers, etc. must be registered online. When registration is completed, UAS IDs can be acquired, and the UAS ID has to be marked on the UAS itself. Any unregistered flight will be fined. The policy for UAS requires that regulatory studies by the government and technology development by manufacturers and academic institutions be carried out simultaneously. While looking to US and European UAS systems as models, it is expected that regulations will be expanded to enable further use of UAS in Japan.

  • Japan's Strategic Countermeasures against the Pirates of the Seas

    Back to All JITTI Journals January 2024 Feature Article Japan's Strategic Countermeasures against the Pirates of the Seas By Daisuke Komatsu Towards the end of 2023 and the beginning of 2024, a series of piracy incidents, including the capture of cargo ships and tankers, occurred in the waters around the Gulf of Aden, near Yemen and Somalia. Additionally, there has been an increase in pirate attacks in Southeast Asian waters in recent years, posing significant threats to the safety of nearby vessels and raising major concerns for economic security. In light of this background, this journal article aims to elucidate Japan's counter-piracy measures. Tracing back the history of piracy in Japan, references to pirates can be found as early as the latter half of the 5th century in the "Nihon Shoki" (Chronicles of Japan). Notably, during the late 15th century and the Sengoku period (Warring States period), pirate groups known as the "Murakami KAIZOKU,” a group functioning both as pirates and a naval force, were frequently active in the Seto Inland Sea. In more contemporary times, incidents such as the 1999 attack on the Arlanda Rainbow, which was en route from Indonesia to Japan, and the 2005 attack on the Japanese-flagged ocean-going tugboat Idaten in the northwestern part of the Strait of Malacca, have occurred. Globally, piracy has been a longstanding maritime security threat throughout history, evident from occurrences in the Roman Empire era, the Vikings in the 8th century, privateers during the Age of Discovery, the Barbary pirates in North Africa, and pirates in the Caribbean and Indian Oceans. Revisiting the definition of piracy, according to Article 101 of the United Nations Convention on the Law of the Sea, piracy consists of: (a) Any illegal acts of violence, detention, or depredation for private ends by the crew or passengers of a private ship or aircraft against: (i) Another ship or aircraft, or persons or property on board in the high seas; (ii) A ship, aircraft, persons or property in a place outside the jurisdiction of any state. (b) Voluntary participation in the operation of a ship or aircraft with knowledge that it is a pirate ship or aircraft. (c) Incitement or intentional facilitation of acts defined in subparagraph (a) or (b). Article 105 of the same convention outlines that any state may seize a pirate ship or aircraft, or a ship taken by piracy and under the control of pirates, and arrest the persons and seize the property on board in the high seas or any other place outside the jurisdiction of any state. The courts of the state which carried out the seizure may decide upon the penalties to be imposed, and, with due regard to the rights of bona fide third parties, may determine the action to be taken with respect to the ship, aircraft, or property. In essence, piracy is robbery conducted on the high seas and is considered a universal enemy against which any state may act. Pirate acts occurring within territorial waters of coastal states, as opposed to the high seas, are defined as armed robbery at sea. Considering the above, an overview of Japan's counter-piracy measures is provided. As an island nation with low food and energy self-sufficiency rates, Japan relies heavily on maritime transport routes for 99.5% of its imported resources essential for maintaining economic activities and social life. Thus, protecting merchant vessels from piracy is a lifeline for the country. Created by the author using freely available resources. Direct enforcement in pirate-infested waters like the Malacca and Singapore Straits was not feasible for Japan due to territorial limitations. Consequently, the Japan Coast Guard led the adoption of the "Asian Anti-Piracy Challenges 2000" at this conference, proposing measures such as mutual visits of patrol ships, joint training exercises, continuous expert meetings, and conducting seminars on maritime crime control. Initiatives also included accepting students for maritime crime seminars at the Japan Coast Guard Academy and JICA, dispatching long-term JICA experts, and supporting capacity building through joint training with coastal countries. These efforts led to a significant reduction in piracy incidents in Southeast Asia after 2004. However, piracy in Somalia, particularly around the Gulf of Aden, surged post-2007. A notable incident in February 2007 involved the hijacking of the MV Rozen, a cargo ship chartered by the World Food Programme for humanitarian aid to Somalia, leading to the abduction of 12 crew members. This incident underscored the international community's need to collaborate in combating piracy in the region. In contrast to the pirates in Southeast Asia, those operating in the Gulf of Aden and off the coast of Somalia are characterized by their heavy armament, organized operations, and operations in a broad maritime area far from land. Notably, they often kidnap entire crews and ships, demanding ransoms, rather than just looting goods or cargoes. Since 1991, Somalia has been in a state of anarchy, lacking a functional government capable of combating piracy, differentiating it from the situation in Southeast Asia. With the passing of multiple United Nations Security Council resolutions in 2008, the CTF151 (Combat Task Force) fleet, predominantly comprising EU and NATO member states, was dispatched to protect ships in these waters, leading to an increase in the forceful suppression of pirates. The United States also joined the efforts with its Navy and Coast Guard as part of the combined maritime task force. Recognizing that about 10% of the vessels transiting the Gulf of Aden annually are Japan-related, and to fulfill its role as a responsible nation in the United Nations, Japan acknowledged the importance of counter-piracy measures in the region. The Japan Coast Guard, tasked with protecting lives and property from piracy and maintaining security, faced challenges in collaborating with CTF151 and exercising jurisdiction over maritime crimes in international waters. However, dispatching the Japan Maritime Self-Defense Force (JMSDF) was considered. Under the Self-Defense Forces Law Article 82, JMSDF's maritime security operations are primarily limited to protecting Japanese lives or property, presenting challenges in guarding non-Japanese vessels like those protected by CTF151. To address these challenges, Japan legislated the Anti-Piracy Measures Law in June 2009. This law enabled the Japan Coast Guard to exercise jurisdiction over piracy, considered a crime in international waters, and allowed JMSDF escort vessels to guard foreign-flagged ships in coordination with CTF151. A significant feature of this law is that it defined piracy as a crime within Japan's legal system for the first time, allowing for the protection of not just Japanese vessels but also foreign ships. The law also permitted preventive actions against piracy, such as firing warning shots when pirates approached civilian vessels. This legislation marked a milestone in asserting jurisdiction in international waters, a domain typically governed by the principle of flag state jurisdiction. JMSDF has since been conducting escort operations and surveillance activities, regardless of the ships' nationality, based on their requests in the Gulf of Aden, with significant collaboration from the Japan Coast Guard. Coast Guard officers, deployed on JMSDF ships, play a crucial role in enforcing the Anti-Piracy Measures Law. This joint operation ensures effective law enforcement and escort operations. From 2013, Japan has participated in CTF151, further intensifying its anti-piracy measures. These efforts have significantly reduced piracy incidents around Somalia. Japan continues to support the enhancement of maritime security capabilities in Somalia and neighboring countries and aims for the fundamental resolution of the piracy issue, contributing to the reconstruction and stabilization of Somalia. Moreover, some analysts suggest that the piracy incidents mentioned earlier might be linked to 2023 Israel-Hamas War, , underscoring the necessity for continued international cooperation and efforts to address the root causes of piracy for ensuring maritime security in the region.

    Back to All JITTI Journals November 2023 Cultural Article The Kumano Kodo: A Historic Pilgrimage in the Japanese Mountainside by Suzannah Nevas The Kumano Kodo is a network of historical pilgrimage routes through the beautiful mountains of the Kii Peninsula in the southern Kansai area of Japan. These scenic and sacred trails have been traversed for over 1000 years, making the Kumano Kodo one of only two pilgrimage routes to be recognized by UNESCO as a World Heritage Site. Markers along the path of the Kumano Kodo The Kumano Sanzan The heart of the Kumano Kodo was formed by ancient pilgrimages to the three main Kumano shrines: Kumano Hongu Taisha, Kumano Hayatama Taisha, and Kumano Nachi Taisha. These three shrines are collectively called the Kumano Sanzan. Kumano Hongu Taisha Kumano Hongu Taisha is the northernmost of the three, and acts as the head shrine for the over 300 Kumano Shrines located throughout Japan. Due to flooding in 1889, the shrine was moved 1 km away to higher ground (get ready to climb 158 steps!) and now the original site of the shrine, Oyu no Hara, boasts the world’s largest torii (gate), a towering 33m picture frame to the surrounding rice paddies. Kumano Hayatama Taisha Kumano Hayatama Taisha lies to the southeast, in today’s coastal town of Shingu City. The shrine structures have been built and rebuilt in this location since at least the 12th century, but religious artifacts found in the area date back as far as the 3rd century. The shrine compound is home to two sacred ties to nature: the rock where the Kumano deities are said to have first touched down onto earth, and an Asian Bayberry tree estimated to be over 1000 years old. Kumano Nachi Taisha Kumano Nachi Taisha might be the most accessible of the three grand shrines. Travelers who are short on time or encumbered by stairs will appreciate the parking lot just next to the nearby Seigantoji Temple, accessible by car. However, if you are up for the hike, the Daimonzaka Slope trail will lead you to Nachi Taisha through a forest of breath-taking, centuries-old cedar trees. The ascent climaxes at the front gate of Nachi Taisha, with an incredible mountainous vista. Pass through the gate and you will see a sacred camphor tree- over 850 years old. You can actually go inside the tree- a truly magical experience! The sacred camphor tree (left) and other sites along the Kumano Kodo Other Points of Interest Beyond the Kumano Sanzan “big three”, there are many other sacred and noteworthy sites to explore. Just a short distance from the Nachi Tasha shrine complex, you will find Seigantoji’s iconic, red vermillion 3-story pagoda scenically framing Nachi Waterfall –the tallest single-tiered waterfall in all of Japan! There are several places from which you can view the sacred falls, and there is even an option to pay a small fee to drink the holy water which is said to promote health and longevity. The Kohechi route heading north out of the Hongu Taisha area will take you to Mount Koya, home of Kongobuji, the head temple of the Shingon sect of Buddhism. There are over 100 temples on Mount Koya, and nearly half of them offer shokubo - temple lodging. These temple lodges offer a unique first-hand experience of buddhist monastery life and are very popular with vegetarian tourists, as an overnight stay includes shojin ryori- the traditional, meatless cuisine of Budhist monks. Tucked away in the folds of the mountains are several onsen towns worth visiting. After a long day of hiking, have a stay at one of the family-operated, Japanese-style bed and breakfasts ( minshuku) and enjoy the healing power of the natural hot spring water. Yunomine Onsen, near Hongu Taisha is colloquially called “Japan’s Oldest Spa”, and the long history of its bath, Tsuboyu has earned it the designation of being a UNESCO World Heritage Site. Seigantoji Tips for Planning Your Trip It’s important to note that the Kumano Kodo is by no means a linear route- its a network of paths, almost like a choose-your-own-adventure book. You can start anywhere and end anywhere, go in any order, and seek or skip any site that you so desire. You may wish to backpack for a week, or send your luggage ahead and take trains and buses to major destinations to cherry-pick a few scenic sections of the trails to walk. Whether you identify as a pilgrim or a tourist, it might be impossible to wander these sacred paths without recognizing and appreciating something spiritual and moving, permeating the beautiful nature.     Back to All JITTI Journals September 2020 Cultural Article The Hakata Dontaku Festival: An Introduction of One of Japan’s Local Festivals by Yasuhiro Okamoto Have you experienced Japanese traditional festivals?? Even though Japan is a not a big country, each region has unique traditions and cultures, and all those cultural elements are reflected in their local festivals. Today, I would like to introduce my hometown’s festival, which is named “Hakata Dontaku Festival.” In Hakata, the Dontaku Festival has been celebrated for more than 800 years during a period of time called “Golden Week,” where we have consecutive holidays in early summer. Every year, around two million people gather in the city to observe this festival. Exploring the origins of this festival, it is said that “Matsubayashi,” which was started in 1179 (Heian era), was the source of the Hakata Dontaku Festival. During that period, people greeted their local lord when cerebrating the new year with a parade, and this became the present “Hakata Dontaku Festival.” At that time, Japan had a class system, and it was an opportunity for interaction between warriors (Samurai) and merchants. Once, this festival was even banned in the Meiji Era because of its extravagancy, but the people changed its name and tried to continue holding it. The word Dontaku comes from the word Zondag, a Dutch word that means both "Sunday" and "holiday". ( IMG_2734 by koemu is licensed under CC BY-NC 2.0 ) The use of Shamoji in the festival invokes the image of people eagerly leaving their homes in hurry (and thus still holding their spoons) to participate in the merriment. The festival was cancelled for the first time this year since 1962, except for instances of bad weather, due to the coronavirus pandemic. In general, the festival is held from May 3rd to May 4th, and consists of the aforementioned traditional “Matsubayashi” parade, which has a mix of modern and traditional parade elements. In total, more than 230 groups and 22,000 performers join this festival, and the teams with outstanding performances are praised. One of the unique features of this parade is that people dance while clapping two rice scooping spoons (Shamoji) along to the music of “Shamisen” (Japanese traditional guitar). You can see the parade from the street, and there are more than 30 stages in the city center, so you can also buy a ticket and enjoy performances from a seat. At the climax of this festival, everybody, including observers and tourists, join the dance and play together. “Hakata Dontaku Festival” is one of biggest festivals held in spring in Japan. I’m sure that you can feel the festivity from seeing and joining this event. Additionally, there are the other two biggest and popular festivals in Fukuoka, which are “Hakata Gion Yamakasa” and “Houzyouya.” For your next trip in Japan, please go a little further to the south to explore Fukuoka. You may feel like visiting there repeatedly.     Back to All JITTI Journals November 2022 Feature Article Japan's Resumption of Accepting Foreigners as a Sign of Recovery from the Coronavirus Pandemic By Tetsuhiro Hagiwara On October 11, 2022, the Japanese government drastically eased border control measures (entry requirements) and reopened visa-free entry to Japan for visitors from 68 countries and regions. In a delay of several months after similar measures were relaxed in Europe, the U.S., and other countries around the world, Japan’s ban preventing foreign travelers entering the country was finally lifted. In Japan, there are daily upbeat news reports such as "foreigners are rushing to Japan because of the weak yen" and "foreign tourists are buying explosively again". In this issue, I would like to focus on the resumption of accepting foreign visitors to Japan, which could be a catalyst for the Japanese economy to finally turn upward after the long, long tunnel of the Coronavirus pandemic. 1. Relaxation of border control measures (entry requirements) by the Japanese government First, let us review the entry requirements into Japan as of the end of October 2022. According to the Ministry of Foreign Affairs’ website, “After midnight on October 11, 2022 (Japan Standard Time), all returnees and entrants to Japan, with the exception of those with symptoms of suspected infection with the coronavirus, will not, in principle, be subject to inspection upon entry, and will not be required to wait at home or in accommodation after entering Japan, to follow up during the waiting period, or to refrain from using public transportation. In principle, no inspection will be conducted at the time of entry for all returnees and entrants, except for those with symptoms. However, all returnees and entrants shall be required to submit either a certificate of vaccination (3 doses) with a vaccine listed on the World Health Organization's Emergency Use List or a certificate with a negative result of a test taken within 72 hours prior to departure from the country.” (Image source: NHK) Since March of this year, when the corona outbreak was under control, the Japanese government has gradually eased restrictions on the entry of foreigners, resuming the admission of tourists in June for group travel only, and in September, raising the daily limit to 50,000. However, due to persistent requests from various quarters for the resumption of individual travel and visa-free visits to Japan, the situation has finally returned to a level close to what it was before the Coronavirus pandemic. As a result, the cap of 50,000 daily visitors has been lifted, individual travelers are now accepted, and those entering Japan for tourism purposes from outside the country are exempted from obtaining the short-stay visas that they were seeking, bringing them in line with the entry requirements of Europe, the U.S., and other countries around the world. In comparison to before the Coronavirus pandemic, a certificate with a negative test result within 72 hours of travel is still required for "those who have not received three doses of the vaccine." However, considering the fact that approximately 70% of the world's population has been vaccinated at least once, it can be said that the hurdle has been lowered considerably for travelers planning to visit Japan. The Japanese government has stated that it will continue to require all visitors returning to or entering Japan to present a certificate of three vaccinations or a negative PCR test result within 72 hours prior to departure from Japan. The U.S. and Japan are the only G7 countries that have introduced this measure, and both governments will consider easing the measure after assessing the state of infections domestically and overseas, and the response of other countries. At a post-cabinet press conference on October 18, Digital Minister Taro Kono announced that “Visit Japan Web,” a web-based support site that enables foreign tourists visiting Japan and Japanese nationals returning from overseas to complete quarantine, customs, and other procedures necessary for entry into Japan online, will be integrated with the “MY (My SOS)” (Confirmation of the Health and Whereabouts of the Swine Flu) function, which allows registration of vaccination certificates and negative testimonies for entry requirements against new-coronavirus infection, on November 1. (As part of efforts to unify online pre-entry procedures, MY SOS will cease to be offered on November 14). Some of the information entered so far is common information, such as passport details and date of return, and the integration will reduce the number of times for entering that information and improve convenience. At the press conference, Minister Kono said, "The Visit Japan Web will allow you to complete the necessary (web-based) procedures for entry into Japan. We want to make sure that you enter all the necessary information before you arrive so that you can pass smoothly through the airport". 2. Japanese government's intention to aim for 5 trillion yen in tourism consumption per year and expectations from the economic community I would like to share the Japanese government's expectations for inbound consumption and the industry's reaction to the recent significant easing of entry requirements. Before the Coronavirus pandemic, a record 31.88 million foreign travelers visited Japan in 2019. Inbound spending amounted to approximately 4.8 trillion yen annually, bringing significant economic benefits to the metropolitan area and tourist destinations. However, from the start of the pandemic in March 2020, the Japanese government began gradually strengthening its border control measures, and the number of inbound visitors to Japan plummeted to 4.11 million in 2020 and 240,000 in 2021, with the tourism industry still suffering a major blow. Japan continues to have the strictest entry restrictions among the G7 countries, and was in the process of receiving requests from various countries for the resumption of tourism for individuals. As for the Japanese government's intention, Prime Minister Kishida stated in his policy speech in early October that "Japan is a country that has prospered through the free flow of people, goods, and money to and from the rest of the world. With the weak yen and other factors as a backdrop, we would like to achieve an annual inbound consumption exceeding 5 trillion yen, which is more than the amount before the Coronavirus pandemic". With the recent drastic easing of entry requirements, the government intends to resume full-scale tourism. The Japanese government has also announced its intention to formulate a new plan to become a "tourism-oriented nation" by the end of this fiscal year, with the perspective of hosting the Osaka-Kansai World Expo in 2025. Nomura Research Institute estimates that the economic impact of the increase in the number of visitors to Japan will be 2.1 trillion yen in 2023. And SMBC Nikko Securities forecasts that inbound spending will regain its pre-COVID momentum by the end of 2024, taking into account the effect of the yen's depreciation, and is expecting a resurgence of explosive buying by visitors to Japan against the backdrop of the historically weak yen. The response of the economic community to the government's action has, of course, been positive, with airlines, whose business performance had been severely affected by the previous border control measures, seeing a sharp increase in bookings for international flights from overseas to Japan immediately after easing of the ban was announced. We expect to see an increase in demand not only for urban tourism, but also for regional tourism." I think it will take one or two months to see the actual effect. We will watch with anticipation whether demand for air travel will recover from the year-end and New Year holidays." Conclusion With the recent drastic relaxation of entry requirements, there are high expectations for inbound consumption by foreign visitors to Japan as a catalyst for Japan's economic recovery, but a look at reactions overseas reveals that foreign visitors' mindsets are not necessarily favorable. The Washington Post (U.S.A.), in an article titled "Japan is reopening. But the effects of its border closure will linger," pointed out the following. "Japan strictly limits foreign arrivals out of covid-19 concerns, a scientifically specious approach that has made the country an outlier among top economies and most Asia-Pacific neighbors that have reopened to tourists. Xenophobia has festered as policymakers and news coverage have tied foreigners to the spread of the virus. Investors, academics and international students have diverted their plans elsewhere. Even after Japan began accepting group tours recently, the intense monitoring and bureaucratic hurdles have largely kept tourists’ interest at bay. Now, Japan faces a credibility gap as it looks to rejoin the world. Figures in business, academia, policymaking and diplomacy are concerned the closure has punctured Japan’s image as a culture that values hospitality. Even with a full reopening, Japan would need concrete steps to restore its standing." Also, Chinese tourists, who were the main source of demand and inbound consumption in Japan before the Coronavirus pandemic, spending approximately 9.5 million in 2019, are expected to take a certain amount of time to return to Japan as overseas travel is still heavily restricted under the Chinese government's strong "Zero Corona Policy." The International Air Transport Association (IATA) forecasts that the number of world travelers will exceed the pre-COVID level by 103% in 2024 compared to 2019, but only 97% will be in from the Asia-Pacific region, and it will be 2025 before the number exceeds pre-COVID levels. In the Asia-Pacific region, the recovery is expected to be delayed in China, where restrictions have not been eased. Other reasons for why the number of foreign visitors to Japan and inbound demand is unlikely to return to 2019 levels all at once, according to Nomura Research Institute, include the current high rate of new infections in Japan compared to other countries and the fact that many countries will refrain from overseas travel if the global economy slows in the future due to soaring prices and tightening monetary policies. However, we should learn from the experiences and measure outcomes of Europe and the U.S., which have been ahead of other countries in restoring borders and accepting foreigners during the coronavirus pandemic, and look forward to future trends to revive "Japan, the land of hospitality" that attract tourists from all over the world, while meanwhile balancing preventing the spread of infection and recovering inbound travel. This time, I would like to introduce the dishes that are eaten during the New Year holiday in Japan. Many people in Japan take about a week off of work or school for the New Year holiday. They travel to spend New Year's Eve, January 1st, and the following days with family and relatives living far away. As a result, traffic between urban areas such as Tokyo and the countryside is congested. Whether journeying on highways, high-speed rail, or at airports, this is the busiest time of year. I think it's like Christmas or Thanksgiving in the USA. When families and relatives gather, we eat some traditional foods to mark the season. The most typical Japanese traditional dish for the New Year holiday is “Osechi.” Osechi is a dish in which many types of food are packed in square boxes of lacquer ware. Have you ever seen a Japanese lunch box, called “Bento?” It's like a luxury version of that. In the past, Osechi was exclusively homemade, but now some people buy it at the deli. These lacquer boxes are stacked with traditional food inside. Unlike Bento boxes, these are only used during special occasions, such as for Osechi. Osechi has three features. The first is that many of the foods inside are very seasoned and especially sweet. It is said that this is because in Japan seasonings, especially sugar, were precious, and people used them extravagantly only during the New Year. The second feature is that the amount of food packed inside is large as a whole. If you see the quantity of food, you may think: Can we eat so much? Don't worry about that. Many of the foods in the box can be eaten for several days. Osechi is made with foods that have a long shelf life, so that everyone in the family can rest without cooking during the New Year holiday. The third is that the foods packed in Osechi are filled with wishes. For example, we eat caramelized shrimps, with the hope that we live long lives to the point where our backs bend like shrimp. We also eat stewed vegetables, with the hope that our families will always be together. This is a picture of typical food served in Osechi- such as the stewed vegetables on the right and shrimp on the left. Each item is carefully placed to be aesthetically pleasing. Osechi is a dish that even Japanese people only eat during the New Year holiday. So, even if you go to Japan, you likely can't eat it at Japanese restaurants. If you have the opportunity to go to Japan during the New Year holidays, you may be able to eat it in a limited number of restaurants or buy it at some delis. I want you to try traditional Japanese cuisine. I think you'll be surprised at how beautiful it looks and how delicious it is.

You may think of the major dinosaurs that you’ve seen in the movie "Jurassic Park," such as the most fearsome carnivorous dinosaur, Tyrannosaurus rex, which is known to everyone, Triceratops, which has three horns and can compete with carnivorous dinosaurs, and Brachiosaurus, one of the largest dinosaurs in the world, which stretches out its long neck to eat leaves from tall trees. Until recently, I was one of those people who only could recall these most popular ones, but my five-year-old son's fascination with dinosaurs gave me a chance to learn about Japanese dinosaurs, which I had never heard of before. I would like to introduce Japanese dinosaurs at this time. The most famous Japanese dinosaur is Fukuiraptor, which was discovered in Fukui Prefecture in 2000. The first dinosaur fossil to be found in Japan was of a Sauropod in Iwate Prefecture in 1978. Since then, there have been 9 species of dinosaurs, like Fukuiraptor, that have been given scientific names as endemic to Japan. Image from Wikipedidia, フクイラプトルの全身骨格化石 is by Titomaurer In Japan, dinosaurs have been discovered one after another since 2000, and a fossil named "Yamatosaurus isanagii" in April this year (discovered in 2004) is now attracting attention from around the world as it holds the key to the evolution of dinosaurs that flourished for a long time. The fossils, including bones of part of the lower jaw, were discovered in a 72-million-year-old stratum in Sumoto City in southern Awaji Island. The maximum length is estimated to be about 8 meters and the weight about 5 tons. The Hadrosauridae, also known as platypus dragons, were the most prosperous plant-eating dinosaurs of the Cretaceous period, with flat duck-like beaks. Now, what's great about this dinosaur is that Yamatosaurus is a primitive species of Hadrosauridae, which emerged in the middle of the Cretaceous period (about 95 million years ago) and is expected to reveal the evolutionary process of Hadrosauridae. Compared to the evolved species of the Late Cretaceous period, the shoulder muscles were underdeveloped, suggesting that the transition from bipedal to quadrupedal walking occurred during the transition from primitive to evolutionary individuals. In other words, the change in walking style may have led to the expansion of their behavioral range, which in turn led to the diversification and prosperity of the species. The coastal areas of East Asia, including Japan, will be important in analyzing this possibility in the future. A fossil of a Yamatosaurus, which may have been a primitive species about 95 million years ago, has been discovered in a 72-million-year-old stratum. This suggests that the East Asian coast, including Japan, was a "Refugia," a region where species were able to survive in their original state. It is interesting to note that Yamatosaurus coexisted with evolved species for 20 to 30 million years without going extinct, and I am sure I am not the only one who thinks it is a dreamy story that its descendants thrived for 20 million years without going extinct. Yamatosaurus Image from Wikipedia, by Masato Hattori In July of this year, it was also announced that five eggshell fossils of theropod (bipedal carnivorous dinosaur) Troodontidae were discovered in the Tedori Group in Takayama City, Gifu Prefecture. The fossils were found in the stratum of the Early Cretaceous Period, about 130 million years ago, and are believed to be the oldest dinosaur eggshell fossils in Japan. Since no bone fossils of the Troodontidae family have been found in the world so far, the research team of Tsukuba University, which discovered the fossils, said, "It is significant that we have shown the possibility of the existence of unknown dinosaurs in the Tedori Group.” Troodon and eggshell fossils from tsukuba.ac.jp Troodon and eggshell fossils from tsukuba.ac.jp As you can see, new species and world-class discoveries of Japanese dinosaurs are being made one after another, so why not keep an eye on them? As a side note, did you know that Japan has one of the world's three largest dinosaur museums*, the Fukui Prefectural Dinosaur Museum? My family visited the museum in the spring of this year with my son's enthusiasm. It was a wonderful museum where even non-enthusiasts could make fresh discoveries. The exhibition volume, including 44 dinosaur skeletons, is worthy of the name "World's Three Greatest Dinosaurs," and as it is a famous place for real-time fossil excavation, you can see the know-how of fossil excavation, actual work scenes, etc. Although it has been suspended due to the recent Corona pandemic, there are also event facilities nearby where visitors can experience fossil excavation and hotels with nice rooms called "dinosaur rooms." It is a funny story that our son, a few months after the trip, quickly switched his interests from his favorite dinosaur to Pokémon. *The rest of them are the Royal Tyrrell Museum of Paleontology in Canada and the Jigong Dinosaur Museum in China. Overview of the 2021 Budget Proposal Japan’s new budget proposal for FY2021 was decided by the cabinet in December of last year. In Japan, at the end of each year, the government decides its budget proposal for the next fiscal year, which starts from April. Budget proposals decided by the government are deliberated in regular Diet sessions convened in January of the new year, and are approved in due course by April if the process proceeds as normal. The total amount for the general account in the 2021 budget proposal is about $1 trillion[1] (106.61 trillion YEN), hitting a record high for the ninth consecutive year. It also exceeds over 100 trillion YEN for the 3rd year in a row. A demand for policy has been increasing in Japan, especially in the field of social security, such as public healthcare and pension systems, in light of the rapidly aging population. Social Security expenses account for about 54% of spending outside of debt payments and money transfers to local governments. Compared to the U.S., whose federal budget of FY2020 was $4.8 trillion, Japan’s budget is about one fifth that size, while Japan’s GDP ($5 trillion) is about one fourth of the U.S. GDP ($21.37 trillion. Nominal in 2019, World Bank data). [1] For the convenience of the reader, in this article, the dollar amount that has been converted from the original YEN amount, and is rounded based on the number of Japanese yen. Please note that it is not an exact number. Graphs by Tetsuhiro Nakagawa (JITTI USA) were made using data from Japan's Ministry of Finance The main features of this year’s budget proposal are as follows: The largest ever total number The largest amount ever of Social Security spending Stated above, the rapidly growing number of elderly populations has led the expansion of Social Security costs. The largest amount ever of National Defense spending It is up 0.5% from FY 2020 and has hit a record high for the seventh consecutive year as tensions within the region rise due to China’s growing maritime assertiveness and North Korea’s missile threat. The budget also includes the cost of strengthening capabilities in new domains, including cyberspace, outer space, and the electromagnetic spectrum. Addition of $50 billion to the reserve fund The government has reserved $50 billion for future responses to the COVID-19 pandemic. The money, which can be spent without parliamentary approval, will allow the government to act swiftly when needed to contain the virus. Establishment of a “Digital Agency” The government will set up a new “Digital Agency” in September to expedite the digital transformation of government work and services. The Digital Agency will be established as a headquarters to strongly promote administrative digitalization in order to realize more efficient administrative management in the post-corona era. In addition to digitizing various administrative services, the agency will also advance online medical care and digital education. Furthermore, the mission of the agency includes popularizing the "My Number Card" to dramatically improve the efficiency of administrative services. The “My Number Card” can be used as an official identification card for verifying identity, and can make various administrative procedures more convenient, such as by allowing resident cards to be issued at convenience stores. It was introduced in 2015, but as many people have not felt the benefits, it has not yet become very popular. Revenue In light of the deterioration in corporate performance due to the COVID-19 pandemic, revenue for the 2021 fiscal year lowered approximately 5% ($60 billion) compared to the previous fiscal year's initial budget. In order to respond to the dual shock from both lower tax revenue and higher spending, the amount of new government bonds issued, which is to say the national debt, increased by about 34% ($110 billion) from the previous fiscal year to $436 billion. For Japan, which has been working to rebuild its finances, the increase in national debt is a first in 11 years based on initial budget figures. Budget Items related to Transportation and Tourism In the 2021 government budget proposal, the transportation and tourism sectors are summarized as related to the Ministry of Land, Infrastructure, Transport and Tourism (MLIT). The MLIT's budget for the 2021 fiscal year consists of the following three pillars. There have been no major changes in the theme in recent years. 1. Ensuring the safety and security of the public 2. Achieving sustainable economic growth 3. Forming rich and vibrant regions and creating a multi-regional country In addition to traditional policies of advancing transportation infrastructure to support Japan’s economic and social activities, several new measures have been developed in light of the effects of the recent pandemic. The followings are excerpts of the MLIT's budget statement. 2. Achieving sustainable economic growth (2) (a) Promote digital transformation, technology development, work-style reform, etc. in infrastructure and logistics fields ($84 million / 8.4 billion yen) In order to respond to the novel coronavirus infection that has brought about an unprecedented crisis, various measures have been introduced to efficiently transform social capital and public services based on the needs of the people by utilizing data and digital technology in the infrastructure field. (Examples of measures) Improve productivity by promoting the digitization of passenger transportation business using ICT. Convert to a sustainable railway system through labor saving and efficiency improvement through the use of ICT. Construct non-contact and non-face-to-face logistical systems through labor saving and automation of logistic sites, etc. Improve productivity and strengthen international competitiveness of port logistics by digitizing port logistic information and linked data. Image Source: Ministry of Land, Infrastructure, Transport, and Toursim of Japan (4)(a) Continue the “Go To Travel” campaign ($13 billion / 1,311 billion yen) Japan’s initiative to promote domestic travel, called the “Go To Travel” campaign, which was introduced in the supplementary budget for FY2020, will be extended through the FY2021 on the premise that both business operators and travelers should thoroughly implement measures to prevent the spread of infection. By responding flexibly depending on the state of the infection, a full-fledged recovery of domestic travel demand is attainable. Forming rich and vibrant regions and creating a multi-regional country (2) (d) Promote the spread of next-generation mobility ($7 million / 700 million yen) In order to respond to structural changes in the movement of people and goods brought about by post-COVID lifestyles, Japan will promote the spread of next-generation mobility using new technologies, such as AI and IoT. (Examples of measures) Promote MaaS that responds to new needs, such as congestion avoidance, based on the spread of infectious diseases. Support efforts to establish technical requirements for the practical application of autonomous driving, develop standards for road spaces, and implementation. Promote measures to support the introduction of next-generation vehicles that contribute to the greening of regional transportation. Promote the development of an environment for the realization of visual flight of unmanned aerial vehicles. Promote the development of an environment for the social implementation of "flying cars" as a new business. Measures aim for a more green transportation network. Measures also aim for transportation modes to travel seamlessly in the future, as mobility options for goods and people advance 3. Supplementary Budget 2020 The expenses required for measures to address the COVID-19 pandemic, which is the most important issue for countries around the world, are mainly recorded in the supplementary budget for the 2020 fiscal year. The supplementary budget is constructed annually and, like the regular budget, is deliberated and approved by the Diet. In the 2020 fiscal year, three supplementary budgets have already been set to address the pandemic. These measures, some of which are in common with those passed in the U.S., such as personal benefits, loans for large corporations, assistance for small businesses, and subsidies to maintain employment, are implemented under the supplementary budget, as in the U.S. For reference, the total size of Japan's supplementary budget implemented in the 2020 fiscal year was about $730 billion (73 trillion yen). It was equivalent to 71.6% of the annual budget of about $1 trillion (102 trillion yen) and about 14% of its GDP. The U.S. has a total of just over $3.8 trillion from the first to the fourth round of economic measures, which amounts to 79.2% of annual budget expenditures and 18% of its GDP. It can be assessed that the US has taken measure to provide relatively larger financial aid to address the pandemic so far. Graph by Tetsuhiro Nakagawa (JITTI USA) Looking at the contents of the supplementary budgets of both countries, most of the expenditure items related to transportation are either measures to maintain the workforce in the transportation sector or measures to prevent the spread of the novel coronavirus in the sector. On the other hand, in Japan, the supplementary budget over the past three iterations have been characterized by not only the response to the current pandemic, but also measures for economic revitalization during a current or post-corona era, such as measures to make major changes by shifting into a digital society. It can be said that in this respect, these characteristics are a distinctive difference between the two nations. Society 5.0 is a national vision aimed at realizing a data-driven, human-centric society for future generations.
